The project is intended to provide upgrades and improvements in compliance with safety and code requirements and in support of anticipated HUD Real Estate Assessment Center (REAC) now called “NSPIRE -V” inspections at 1-11 Colwell Avenue, part of Lowell Housing Authority’s “AMP2” MA 1-12 Scattered Sites (AMP2).
Work at the site may include to the extent budget permits, general paving of LHA property only, including parking lot and pedestrian walkways, retaining wall and railing repairs, pavement sealcoat and striping.
